依人體器官保存庫管理辦法第 2 條以移植為目的，從事人體器官（含人體組織、細胞）及其衍生物之處理或保存，應依本辦法申請設置人體器官保存庫（以下簡稱保存庫）。第12條 保存庫之設置及運作，應符合人體器官、組織及細胞優良操作規範。然其人體器官（含人體組織、細胞）及其衍生物之處理或保存目的，實質是滿足臨床醫療需求；而為能提供此類臨床醫療需求服務，保存庫背景可大概分為醫院或公司(企業)。醫院有器官、組織勸募、篩選、獲取、處理及保存、移植後追蹤的義務；公司 (企業)受制於法令，偏向於處理及保存。
成功大學附設醫院自1988年創院，陸續成立骨庫、皮庫、眼庫、骨髓庫、血管瓣膜等，基於各庫設置及運作皆是要符合人體器官、組織及細胞優良操作規範，因此整合上述各庫(除骨髓庫外)在2018成立成大人體器官保存庫。演講中將對成大保存庫成庫背景、善用既有行政或硬體設施資源、整合各相關醫療科部共管共用保存庫之經驗，以在最精簡人力下達到設立保存庫目的，同時推動各(科部)子庫永續發展。
According to Article 2 of the “Regulations for the Management of Human Organ Banks,” any processing or preservation of human organs (including human tissues and cells) and their derivatives for the purpose of transplantation must apply to establish a human organ bank (hereafter referred to as “the bank”) in accordance with Regulations for Administration on Human Organ Bank, Taiwan. Article 12 stipulates that the establishment and operation of the bank must comply with the Good Tissue Practice (GTP) standards for human organs, tissues, and cells also. The actual purpose of processing or preserving human organs (including tissues and cells) and their derivatives is to meet clinical medical needs. To provide such services, human organ banks can generally be roughly categorized into two types based on their background: hospital-based or company-based (corporate). Hospitals are obligated to handle organ and tissue donation, screening, procurement, processing, preservation, and post-transplant follow-up. Companies, restricted by legal regulations, tend to focus mainly on processing and preservation.
Since its founding in 1988, the National Cheng Kung University Hospital has successively established various tissue banks, including a bone bank, skin bank, eye bank, bone marrow bank, and vascular and valve bank. As all these banks must comply with Good Tissue Practice standards, the hospital integrated the existing banks (excluding the bone marrow bank) into the “NCKU Human Organ Bank” in 2018. This presentation will share the background of the NCKU Human Organ Bank, how it has leveraged existing administrative and hardware resources, and the experience of integrating and co-managing the bank among various related medical departments. The goal is to achieve efficient bank operation with minimal manpower while promoting the sustainable development of each departmental sub-bank.
